In principle, the applicant may submit applications at the regional immigration services bureau, district immigration services office, or branch office with jurisdiction over their address.
*2 "Applications for Certificates of Eligibility"

In principle, the applicant may submit applications at the regional immigration services bureau or district immigration services office with jurisdiction over their employer's (application proxy) or relative's address. It should be noted that some branch offices do not handle some of the applications for certificates of eligibility.
