Application for issuance of a Certificate of Eligibility for "Specified Skilled Worker" (for foreign nationals who will enter Japan)

Activities that can be performed in Japan

  1. Specified Skilled Worker (i)
    Work activities requiring skills involving considerable knowledge or experience in a specific industrial field based on employment contracts with public and private institutions in Japan.
  2. Specified Skilled Worker (ii)
    Work activities requiring substantial skill in a specific industrial field based on employment contracts with public and private institutions in Japan.

Documents to be submitted

  • "Applicant" refers to a foreign national wishing to enter and reside in Japan.
  • All certificates issued in Japan must have been issued up to three months prior to the submission of the application.
    Please submit any valid passing certificates for Japanese language tests or technical proficiency tests for the relevant field.
  • In principle, there is no need to stamp application forms and other submitted documents.

    • This form is also available at Regional Immigration Services Bureaus.
  2. One photograph (4 cm long × 3 cm wide)
    • A sharp, clear photo of the applicant facing forward with no hat, cap, or head covering taken against a plain backdrop with no shadows; must have been taken within three months prior to submitting the application.
    • The photograph should be attached to the photograph section of the application with the name of the applicant written on the back of the photograph.
  3. Reply envelope (a standard envelope with the address clearly showing and a 404-yen postage stamp (simplified registered mail) attached) - 1 copy
  4. Please carefully review the "list of documents to be submitted for applications for residency for specified skilled workers" and submit the required documents.
    • If any of the following are not applicable, or if you have any questions, please contact the nearest Regional Immigration Services Bureau (excluding district immigration services offices at airports).

    • The application forms were revised and replaced with simplified versions on February 19, 2021. When submitting an application, please be sure to use the most recent versions of the various forms.
    • However, those who have already filled out their application may continue to use the older versions, for the time being.

    • Required only when multiple applications are made simultaneously through a proxy.
  6. Presentation of proof of identity (ID, etc.)
  • It should be understood that after the application has been submitted, other materials may be required during the examination process.

Reminders

  1. If the documents to be submitted are in a foreign language, attach Japanese translations.
  2. If the name on the Certificate of Eligibility and passport are different, it may take some time to complete immigration procedures, due to having to confirm your name during each procedure before entering Japan. Therefore, we ask that you please submit a copy of your passport at the time of application when possible.
  3. As a general rule, submitted documents cannot be returned. If you wish for them to be returned for a special reason, such as difficulty obtaining new originals, make a request for their return at the time of application.
