Basic Plan for Immigration Control

The Basic Plan for Immigration Control was established by the Minister of Justice for the purpose of correctly managing immigration in accordance with the Immigration Control and Refugee Recognition Act, Article 61-10. It is a plan that contains the basic measures to ensure that the entry and stay of foreign nationals is managed fairly. Specifically, Paragraph 2 of the article mentioned above establishes (1) matters related to the situation of foreign nationals who enter and reside in Japan, (2) policies of management for the entry and stay of foreign nationals, and (3) necessary matters concerning measures for the management of the entry and stay of foreign nationals.
The Basic Plan (1st Edition) was enacted in May 1992, the Basic Plan (2nd Edition) in March 2000, the Basic Plan (3rd Edition) in March 2005, the Basic Plan (4th Edition) in March 2010, and the Basic Plan (5th Edition) in September 2015.
