Overall procedure flow

This section provides information on the overall procedure flow for foreign nationals who wish to become specified skilled workers.

Procedures in Vietnam (Summary)

According to the Memorandum of Cooperation, the government of Vietnam shall approve a list of nominated specified skilled workers who have completed the required procedures based on the related laws and ordinances of Vietnam.

If the person in Vietnam is to be newly accepted as a foreign national specified skilled worker, the dispatching organization must conduct the necessary procedures at the Department of Overseas Labour (DOLAB) of Vietnam’s Ministry of Labour, Invalids and Social Affairs (MoLISA). If a Vietnamese person residing in Japan is to be accepted as a specified skilled worker, either the applicant or the accepting organization must conduct the necessary procedures at the Embassy of the Socialist Republic of Vietnam in Japan.

Application procedures

For those who wish to enter and live in Japan with the "Specified Skilled Worker" status of residence, applications may be submitted to a Regional Immigration Services Bureau. For more information, please refer to the following pages.

  1. The Memorandum of Cooperation between Vietnam and Japan on specified skilled workers stipulates that Japan shall confirm the documents (the nominee list) proving that the applicant underwent the necessary procedures in accordance to the related laws and ordinances of Vietnam.
    If applying for a Certificate of Eligibility related to the "Specified Skilled Worker" status of residence on or after February 15, 2021, the applicant must acquire nominee approval from DOLAB beforehand (Memorandum of Cooperation Attached Form 1 PDF (in Japanese)) PDFand submit this and other required documents to a Regional Immigration Services Bureau.
    Furthermore, if applying to change their status of residence to "Specified Skilled Worker," the applicant must acquire nominee approval from the Embassy of the Socialist Republic of Vietnam in Japan beforehand (Memorandum of Cooperation Attached Form 2 PDF (in Japanese)) PDFand submit this and other required documents to a Regional Immigration Services Bureau. Those who are currently residing in Japan with the "Specified Skilled Worker" status of residence are not required to submit a nominee list. Therefore, those applying for a change in status of residence (in order to change their field of work or accepting organization due to a job change) and those applying for a renewal of period of stay are not required to submit a nominee list.
  2. The nominee list will also be issued to those who are expected to complete technical intern training or coursework at an educational institution (graduation) and wish to change their status of residence to "Specified Skilled Worker." However, when issued by the Embassy of the Socialist Republic of Vietnam in Japan, it must include a statement that training is expected to be completed (or they are expected to graduate) on the nominee list.
    If this statement is included when submitting the recommendation certificate to a Regional Immigration Services Bureau, former students are asked to submit documents issued by the educational institution proving completion of coursework, along with other required documents.
    Former technical interns are not required to submit documents proving the completion of technical intern training; the documents demonstrating acceptable completion of Technical Intern Training (ii) will suffice.
  3. Please contact DOLAB or the Embassy of the Socialist Republic of Vietnam in Japan for procedures related to nominee lists.
  4. From April 12, 2021, applications for changes in status of residence made by Vietnamese nationals who are currently residing in Japan will be handled based on the standards listed below (for the time being).

    (1) Those with the "Technical Intern Training" status of residence
    A nominee list must be submitted.

    (2) Those with the "Student" status of residence

    1. For those who have completed/are due to complete a two-year (or longer) course of study:
      A nominee list must be submitted.
    2. For those who have completed/are due to complete a course of study shorter than two years:
      While a nominee list is not necessary, a document proving the completion (or near-completion) of said course will be required (a graduation certificate, etc.).
    3. For those who are currently enrolled in or who have recently withdrawn from school:
      While a nominee list is not necessary, a document proving either the applicant's current or previous enrollment status (a certificate of enrollment/withdrawal, etc.) will be required.

     

    (3) Those with a status of residence other than "Technical Intern Training" or "Student"
    A nominee list is not required.

Authorized dispatching organization

Please refer to the following document for more information on dispatching organizations authorized by the Socialist Republic of Vietnam.

* Accepting organizations must sign a worker dispatch contract with an authorized dispatching organization when accepting new specified skilled workers from the Socialist Republic of Vietnam.
