Regarding the Specified Skilled Worker Program

In the 197th extraordinary session of the Diet, in order to establish the "Specified Skilled Worker" status of residence, the Act for Partial Amendment of the Immigration Control and Refugee Recognition Act and the Act for Establishment of the Ministry of Justice was announced. It was made official on December 14, 2018, and the employment of foreign national specified skilled workers began on April 1, 2019.
In order to clarify interpretations of the laws and regulations related to this program and its operation, the "Operational Outline for Accepting Specified Skilled Workers" was published.

Residency-related applications for specified skilled workers

For those who wish to enter and reside in Japan with the "Specified Skilled Worker" status of residence, applications may be submitted to a Regional Immigration Services Bureau.

Application for registration (renewal) as a registered support organization

Applications to register (or renew) a registered support organization are accepted at Regional Immigration Services Bureaus and District Immigration Offices (excluding those in airports).

Approval procedures for applications by proxy

Employees of registered support organizations must first obtain permission from the Director-General of a Regional Immigration Services Bureau to act as a proxy before they will be able to submit residency-related applications for foreign national specified skilled workers.
