What kind of preferential immigration treatment can you receive?

Those who have been approved as highly skilled foreign professionals are granted the following preferential treatments in terms of Immigration Control and Residency Management.

Highly Skilled Professional (i)

1. Allowing multiple activities during residence

Usually, foreign nationals may only perform activities as permitted under one status of residence. However, highly skilled foreign professionals may engage in activities that span several statuses of residence, such as managing a business related to research activities at a university. 2. Period of stay: five years

Highly skilled foreign professionals are uniformly given the longest period of stay recognized under law, which is five years. Period of stay: five years

3. Relaxation of residency history requirements for permission for permanent residence

In principle, the foreign national must have resided in Japan for at least ten years to receive permission for permanent residency. However, they may be eligible for permanent residency sooner if they perform their activities as a highly skilled foreign professional for three years, or if they perform their activities as a highly skilled foreign professional for one year and are recognized as being exceptionally skilled (those with a score of over 80). 4. Spouse's employment

If foreign nationals who hold a spouse-related status of residence wish to conduct activities that fall under the "Instructor" or "Engineer/Specialist in Humanities/International Services" statuses of residence, they need to fulfill a certain set of conditions pertaining to their educational background and employment history, and need to obtain one of those statuses of residence. However, if they are the spouse of a highly skilled foreign professional, they can perform the activities of those statuses of residence without fulfilling the conditions pertaining to their educational background and employment history. 5. Permission to bring parents under a certain set of conditions

In the current system, the parents of foreign nationals who reside in Japan with a work-related status of residence cannot be accepted into the country. However, the parents of highly skilled foreign professional, or their spouse’s parents (including adoptive parents), can enter and reside in Japan under the following circumstances. ① Assist in caring for the child (including adopted children) of a highly skilled foreign professional or the child of the spouse of a highly skilled professional who is no more than seven years in age; or
②assist in caring for a highly skilled foreign professional who is pregnant or the pregnant spouse of a highly skilled foreign professional.
Permission to bring parents under certain set of conditions

Major requirements

① The highly skilled foreign professional's household* yearly income must be 80 million yen or higher

* Refers to the combined total of the highly skilled foreign professional's and their spouse's annual income.

② Must live with the highly skilled foreign professional

③ Must be the highly skilled foreign professional's parents or their spouse's parents

6. Permission to bring a housekeeper under a certain set of conditions

Employment of a foreign housekeeper is only permitted for foreign nationals residing in Japan with certain statuses of residence, such as "Business Manager" or "Legal/Accounting Services." However, highly skilled foreign professionals are permitted to bring foreign housekeepers under certain conditions. Permission to bring a housekeeper under a certain set of conditions

Major requirements

  1. When continuing the employment of a housekeeper who was employed abroad (entry with employer)
    • The highly skilled foreign professional's household yearly income must be 10 million yen or higher
    • Only one housekeeper is allowed
    • Must plan to pay a monthly salary of at least 200,000 yen to the housekeeper
    • If entering Japan together, the housekeeper must have been employed by the highly skilled foreign professional for over one year before entering Japan
    • If the highly skilled foreign professional enters Japan first, the housekeeper must have been employed by the highly skilled foreign professional for over one year before entering Japan as well as continue to be employed by the foreign national or their relatives once the highly skilled foreign professional enters Japan
    • Must plan to leave Japan together, if the highly skilled foreign professional is leaving Japan
  2. When employing housekeepers other than those mentioned in point 1 (family circumstances)
    • The highly skilled foreign professional's household yearly income must be 10 million yen or higher
    • Only one housekeeper is allowed
    • Must plan to pay a monthly salary of at least 200,000 yen to the housekeeper
    • Must have certain family circumstances (has a child under the age of 13, or a spouse with an illness who cannot participate in daily housework, at the time of application)

7. Priority handling of procedures for entry and residence

Priority and early processing is given to highly skilled foreign professionals for entry and residence inspection.

Applications for advance entry screening are processed within ten days from receiving the application.

Applications for residency screening are processed within five days from receiving the application.

Spouse's employment

Highly Skilled Professional (ii)

a. In conjunction with activities permitted under "Highly Skilled Professional (i)," holders can perform almost all activities permitted under work-related statuses of residence, too.

b. Period of stay becomes unlimited

c. Can receive preferential treatment for points 3 to 6 above
