Regarding the expanded scope of online residency application procedures

As of March 24, 2020, online residency application procedures will be expanded to include "Specified Skilled Worker" status of residence applications, Certificate of Eligibility applications, and applications to change the status of residence.

  1. History and background

    In June 2019, the Cabinet ruled that "Starting July 2019, we will begin accepting residency-related applications made online by affiliated organizations who have met certain requirements (submitting notifications of employment, etc.), on behalf of their foreign national employees. The number of application procedures that can be carried out online will continue to be increased to improve the services offered by the Immigration Services Agency." As planned, a number of online applications were made available on July 25, 2019 (including applications for extension of period of stay), and the subsequent expansion of the online system was discussed.
    To that end, the revision to the Regulation for Enforcement of the Immigration Control and Refugee Recognition Act was announced today, expanding the range of eligible statuses of residence.

  2. Overview of the expansion of eligible statuses of residence/procedures

    (1) Addition of the "Specified Skilled Worker" status of residence

    (2) Addition of the following procedures:

    • Application for issuance of a Certificate of Eligibility
    • Application for change of status of residence
    • Application for permission to acquire status of residence
    • Application for issuance of a Certificate of Authorized Employment
  3. Start date

    The application procedures listed in section 2 above will be able to be carried out online as of March 24, 2020 (Reiwa 2).
