QWhen is FRESC open?

FRESC is open from 9:00 a.m. to 5:00 p.m., excluding Saturdays, Sundays, national holidays, and during the New Year holidays (December 29 to January 3).

FRESC is a short walk away from Yotsuya Station (on the JR Chuo-Sobu Line, the Tokyo Metro Marunouchi Line and the Tokyo Metro Namboku Line).

QWhat kind of consultation services are available at FRESC?

FRESC offers consultations regarding various matters related to foreign nationals’ stays in Japan. Our services can be used by foreign nationals (individuals), and individuals or businesses that associate with foreign nationals.

Examples of consultations at FRESC:

  • "I want to continue working in Japan, but I can't find a job."
  • "I want to change jobs from my current one."
  • "We want to hire foreign nationals and expand our business overseas. What should we do?"
  • "I am being forced to do overtime at work and it is causing me issues."
  • "My husband is abusing me and I need help."
  • "My child was born, so I want my family to come over to Japan from my home country."
  • "I’m thinking of divorcing my spouse. What will happen to my child’s custody and status of residence?"

There are eight consultation counters.

QAre consultation services available in multiple languages at FRESC?

Japanese, English, and Chinese-speaking staff are available at the reception desk.
Assistance in Korean, Portuguese, Spanish, Filipino, Vietnamese, Thai, Indonesian, and Nepalese is also available through the use of a tablet.

QDoes FRESC have countermeasures in place for COVID-19?

There are alcohol-based sanitizers in various locations within FRESC. In addition, all visitors are subject to a temperature screening via thermal imaging, and will be denied entry if their body temperature is above 37.5 degrees Celsius.
Acrylic panels have been installed in both consultation booths and consultation rooms in order to prevent droplet infection. Other countermeasures are also in place, such as spacing apart chairs and tables in the waiting room and disinfecting them regularly.

Japan Legal Support Center (Houterasu)

QWhat kind of services does FRESC’s Japan Legal Support Center (Houterasu) offer?

FRESC’s Japan Legal Support Counter will introduce you to useful Japanese legal systems and consultation counters based on your needs, by phone or at our counter, free of charge.
Please be advised that the FRESC Houterasu counter does not provide civil legal aid (free legal counseling by legal professionals, advance payment of legal fees, etc.) to foreign nationals lawfully residing in Japan who have financial problems.
Please contact FRESC if you would like to confirm the terms of use for civil legal aid, or would like to be referred to a nearby consultation counter (your nearest Houterasu office or bar association).

QAre consultations available in multiple languages?

Consultations are provided using simple, easy-to-understand Japanese, or by using translation devices.
Those who would prefer service in a language other than Japanese may take advantage of the Multilingual Information Service, which offers consultation services (over the phone) through the use of an interpreter. The languages which are currently available are: English, Chinese, Korean, Spanish, Portuguese, Vietnamese, Tagalog, Nepalese, Thai, and Indonesian. If using this service, please tell the operator that you’d like them to connect you to FRESC’s Japan Legal Support Center (Houterasu). The phone number for multilingual information service is 0570-078377.
